
MANILA, Philippines — The Malacañang Palace on Thursday said that a resolution filed by Senator Imee Marcos seeking an investigation into the circumstances surrounding former President Rodrigo Duterte’s arrest warrant from the International Criminal Court (ICC) falls under the legislative branch’s authority and is not a matter for the executive.
Presidential spokesperson Cheloy Garafil emphasized that Malacañang will respect the separation of powers and will not intervene in the Senate’s internal processes. Garafil noted that questions about the ICC and related investigations are primarily legislative in nature and should be dealt with by lawmakers.
The resolution by Marcos seeks to look into the issuance and implications of the ICC arrest warrant against Duterte, who is facing allegations related to his administration’s anti‑drug campaign. Supporters of the resolution argue that a formal inquiry could clarify legal and procedural issues linked to the warrant and international judicial actions.
Garafil reiterated that the Palace is not threatening or commenting on the substance of the resolution and that the matter lies squarely with the Senate and its committees. She said the executive will monitor developments but underscored that the ICC jurisdiction and legislative oversight are separate domains.
Lawmakers have yet to schedule hearings or debates on the resolution, and reactions from various political sectors are still unfolding as discussions continue.
