Amihan, Shear Line to Bring Rains Over Parts of PH; Cooler Weather Expected

MANILA, Philippines — Large portions of the Philippines will experience rainy weather and cooler temperatures due to the combined effects of the Northeast Monsoon (Amihan) and a shear line, according to the latest bulletin from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

The state weather bureau reported on Thursday, February 19, 2026, that the Northeast Monsoon continues to affect Northern and Central Luzon, while a shear line—a point where warm and cold air meet—is bringing cloudy skies and scattered rain showers over the eastern section of Southern Luzon and the Visayas.

Regional Weather Outlook:

  • Cagayan Valley, Aurora, and Quezon: These areas are expected to have cloudy skies with light to moderate rains caused by the shear line. Residents are warned of possible flash floods or landslides during periods of heavy rainfall.
  • Metro Manila and the rest of Luzon: Generally fair weather is expected, though the Amihan will bring partly cloudy to cloudy skies with isolated light rains and a noticeable dip in early morning temperatures.
  • Visayas and Mindanao: Scattered rain showers and thunderstorms are forecast for the Visayas and the Caraga region. The rest of Mindanao will experience localized thunderstorms, mostly in the afternoon or evening.

Gale Warning and Sea Conditions:

PAGASA also maintained its gale warning over the northern and eastern seaboards of Luzon. Waves could reach up to 4.5 meters (14.7 feet) in height, making sea travel risky for small seacraft. Fishermen and those using small boats are advised to stay in port or seek shelter until conditions improve.

As the Amihan season enters its peak, the weather bureau reminds the public to keep updated with local disaster risk reduction offices, especially in low-lying and mountainous areas prone to weather-related hazards.
