Immigration Lookout Bulletin Issued vs. Baldwin, 4 Others

MANILA, Philippines — Escalating the state’s multi-agency probe into the drowning of two rookie student-athletes, the government has placed the team’s former coaching staff under border surveillance. Justice Secretary Fredderick Vida has officially issued an Immigration Lookout Bulletin Order (ILBO) against former Ateneo de Manila University (ADMU) men’s basketball head coach Thomas Anthony “Tab” Baldwin and four other former team officials.

The legal mechanism was signed on Wednesday following intense pressure from the victims’ families and parallel law enforcement tracking, which suggests the fatal June 8 incident in Dipaculao, Aurora, may not have been a freak accident.

The Department of Justice (DOJ) clarified that the order is a monitoring mechanism to track, not block, the travel movements of key persons of interest. The signed ILBO targets five former top administrators of the Ateneo Blue Eagles program:

The Border Guard Protocol: “It is intended to alert authorities should the subjects attempt to travel abroad while the investigation is ongoing,” Secretary Vida explained during a media briefing. “It is not by itself a restriction on travel nor a finding of liability. The department stands ready to undertake its mandate once a complaint is formally filed.”
