Año to File Charges Over “Malicious” 18-Bagmen Allegations

MANILA, Philippines — National Security Adviser Eduardo Año announced on Thursday that he will pursue legal action against the individuals behind a “malicious, unsigned affidavit” accusing him of receiving kickbacks.

Key Details of the Controversy:

  • The Allegations: A group of 18 men, presented by lawyer Levito Baligod as former Philippine Marines, claimed they served as “bagmen” delivering ₱805 billion in kickbacks from anomalous flood control projects.
  • The Specific Claim: One allegation stated that Año received a paper bag containing cash after a meeting at the Polo Club townhouse.
  • Año’s Rebuttal: The National Security Adviser vehemently denied the claims, stating he never attended any such meeting with the named individuals, including former lawmaker Zaldy Co or former Speaker Martin Romualdez. He noted his legal team is preparing to ensure those responsible are jailed.

Destabilization Probe:

Año hinted that the timing of these allegations—coinciding with the EDSA anniversary, ICC proceedings, and planned mass actions—suggests a broader effort to destabilize the government. “I will not allow anyone to smear my reputation that I protected for many many years,” he said.

Credibility Issues:

  • Military Status: The Philippine Navy clarified that of the 18 alleged bagmen, four were never members of the Navy or Marines, while the majority were dishonorably discharged.
  • Leila de Lima Inclusion: Lawyer Levito Baligod later admitted there might have been an “oversight” in including former Senator Leila de Lima in the list of alleged kickback recipients.
