Flood Alert: Shear Line to Drench Eastern Visayas and Mindanao this Sunday

MANILA, Philippines — Heavy rains are expected to persist across Eastern Visayas and large swaths of Mindanao on Sunday, January 25, 2026, as the shear line continues to affect the southern part of the country.

In its 5:00 AM weather bulletin, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) warned of significant rainfall totals ranging from 50 to 100 millimeters in high-risk areas.

Areas Under Watch PAGASA has identified several provinces that should brace for potential flooding in low-lying, urbanized, or coastal areas:

  • Eastern Visayas: Eastern Samar and Southern Leyte.
  • Caraga Region: Dinagat Islands, Surigao del Norte, Surigao del Sur, Agusan del Norte, and Agusan del Sur.
  • Davao Region: Davao Oriental and Davao de Oro.

The shear line—the point where cold and warm air masses meet—will also bring scattered rains and isolated thunderstorms to the rest of the Caraga, Davao, and Soccsksargen regions, as well as Leyte, Camiguin, Misamis Oriental, and Bukidnon.

The “Amihan” Influence While the south deals with the shear line, the rest of the country is under the influence of the northeast monsoon (amihan).

  • Northern and Central Luzon: Expect light rains in Cagayan Valley, Aurora, Quezon, Apayao, Kalinga, Mountain Province, and Ifugao.
  • Bicol and Visayas: Light rains are forecast for the Bicol Region and the remaining parts of the Visayas and Northern Mindanao.
  • Metro Manila: The capital and the rest of the country will experience partly cloudy to cloudy skies with isolated light rains.

Residents in the affected southern provinces are advised to monitor local disaster risk reduction and management office (DRRMO) updates and take necessary precautions against possible landslides and flash floods, especially in areas that have received continuous rainfall over the past few days.
