Body Confirmed as Cabral’s; Cause of Fall Remains a Mystery

MANILA – Authorities have positively identified the body recovered from a ravine along Kennon Road in Tuba, Benguet, as that of former Department of Public Works and Highways (DPWH) Undersecretary Maria Catalina “Cathy” Cabral, following DNA testing results released on Sunday, December 21, 2025. The confirmation ends speculation but deepens the mystery surrounding her death, with the exact cause of her fatal fall—whether accident, suicide, or foul play—still undetermined pending full autopsy and investigation findings.

Cabral, 61, was found unconscious near Bued River on December 18 and pronounced dead early December 19. Initial reports cited a possible accidental fall after she asked her driver to drop her off alone while en route from Baguio to La Union. However, procedural lapses (delayed site securing, gadget release to family) and the high-profile nature of her role in the P20-billion flood control scandal have fueled questions.

The Philippine National Police (PNP) and National Bureau of Investigation (NBI) are leading the probe, with Interior Secretary Jonvic Remulla ordering a thorough review despite the family’s preference for no autopsy (citing accidental death). DNA samples from Cabral’s children matched the remains, ruling out misidentification.

Cabral’s death came amid Ombudsman charges linking her to alleged irregularities in budget allocations and project oversight. Colleagues mourned her as a dedicated public servant with 40+ years at DPWH, while critics demand transparency to address potential links to the scandal.

As the investigation continues, Cabral’s passing leaves unresolved queries in a case blending personal tragedy with public accountability.
