DPWH and ICI Push for Plunder Charges Against Ex‑Speaker Romualdez, Zaldy Co

The Department of Public Works and Highways (DPWH) and the Independent Commission for Infrastructure (ICI) have formally recommended that the Office of the Ombudsman file criminal charges — including plunder, graft, and bribery — against former House Speaker Martin Romualdez and ex‑Ako Bicol Rep. Zaldy Co.

The recommendation stems from evidence gathered during investigations into alleged anomalies in flood control projects. Findings suggest that more than ₱100 billion in contracts awarded to construction firms linked to Co, such as Sunwest Corp. and Hi‑Tone Construction, between 2016 and 2025 may indicate bid manipulation and favoritism.

Sworn testimony from retired Sgt. Orly Guteza claims he delivered suitcase cash to both Romualdez and Co.

President Marcos has reportedly instructed that all collected evidence from both the ICI and DPWH be submitted to the Ombudsman, which will review the materials and decide whether to file the recommended charges.

Romualdez denies any wrongdoing. He voluntarily participated in ICI hearings and remains confident that a fair review by the Ombudsman will clear his name.
