
The Land Transportation Franchising and Regulatory Board (LTFRB) has reiterated that students are entitled to a 20% fare discount on public utility vehicles (PUVs) even during holidays, weekends, and class suspensions. Complaints had surfaced alleging that some drivers were refusing to grant the discount during long weekends or when classes were canceled, prompting the LTFRB to issue a clear reminder.
LTFRB Chair Vigor Mendoza II emphasized that enrollment status—not whether classes are in session—is the basis for the discount. The rule comes from Republic Act 11314, which explicitly states that the student fare discount applies for the entire period a student is enrolled, including weekends and holidays.
Non-compliance carries penalties: drivers may face up to a three-month license suspension and a ₱1,000 fine per offense, while PUV operators risk fines as high as ₱15,000 and possible revocation of their franchise.
Students who experience fare discount refusal are encouraged to report the violation by properly documenting the incident and submitting it through the LTFRB hotline or social media channels.
