Marcos Appoints Charlito Mendoza as New BIR Chief; Lumagui Out


President Ferdinand R. Marcos Jr. has appointed Charlito Martin R. Mendoza as the new Commissioner of the Bureau of Internal Revenue (BIR), replacing Romeo Lumagui Jr., who will be stepping down from the position.

Mendoza previously served as undersecretary at the Department of Finance and is recognised for his tax‑policy expertise and prior experience overseeing revenue‑mobilisation initiatives. The appointment underscores the administration’s focus on strengthening tax‑collection mechanisms and improving compliance.

With the leadership change, analysts expect the BIR to turn its attention to expanding digital‑tax services, enhancing audit capabilities, and improving taxpayer support systems—all while emphasising fair enforcement. For Lumagui, the transition marks the end of his three‑year term, albeit at a time of reform efforts in the agency.
