Senator Francis ‘Chiz’ Escudero is pushing for legislation that would require full transparency and accounting of all assistance—both monetary and in‑kind—received in the wake of disasters. He argues that gaps in monitoring and reporting mean some relief aid remains untracked, undermining public trust and efficient disaster response.
Under the proposed measure, every donation or form of relief would be logged through a national portal and undergo audit by the appropriate oversight agencies. Escudero points to past calamities as evidence of the need for such reform, where thousands of donations were recorded but no government agency maintained a complete ledger of what arrived, who received it, and how it was used.
He also highlighted the importance of reducing red‑tape and improving coordination among national and local disaster‑management bodies, so that relief reaches affected communities quickly and the public can see exactly how and where assistance has been deployed.
