DENR Launches Joint Probe of the Monterrazas de Cebu Project


The Department of Environment and Natural Resources (DENR) has initiated a multi‑agency investigation into the hillside development known as Monterrazas de Cebu, located in Barangay Guadalupe in Cebu City. The inquiry was triggered amid concerns that the project may have contributed to flooding and slope instability during recent heavy rains.

A “Joint Inspection, Investigation, and Assessment Team” has been formed, comprising technical specialists from the DENR’s regional offices and bureaus, the provincial and city environment offices, and the local barangay.

The team will assess:

  • Compliance with the project’s environmental clearance certificate and other regulations.
  • The effectiveness of drainage, slope protection, and runoff management.
  • Terrain stability and potential risks of landslides or flooding.
  • Possible changes to natural landforms, encroachment into timberland, and evidence of erosion or siltation in nearby waterways.

If violations are found, the DENR has pledged to take corrective actions, including suspension of operations, penalties, or other legal remedies.
