
The Department of Public Works and Highways (DPWH) is set to unlock as much as ₱60 billion in savings for 2026 by slashing prices on key construction materials used in publicly-funded infrastructure projects.
Public Works Secretary Vince Dizon announced that the reform will align government procurement more closely with actual market rates, targeting major cost reductions on cement, asphalt, gravel, and steel sheet piles.
The move follows an order from Ferdinand R. Marcos Jr. imposing a 50 % reduction in materials pricing for state-projects—part of a broader push to clamp down on overpricing and alleged corruption within infrastructure procurement.
With these cuts, the DPWH estimates an additional 1,600 km of concrete road and 1,000 km of asphalt could be built without extra budget.
The agency emphasized that even with lower costs, the quality of roads, bridges and buildings will be maintained.
