LTO Summons Truck Owner After Viral Video Shows Driver Asleep Behind the Wheel in QC

The Land Transportation Office (LTO) has issued a show-cause order (SCO) to the registered owner of a pick-up truck after its driver was caught on video allegedly asleep while the vehicle was moving along Visayas Avenue in Quezon City.

The incident, which quickly went viral, showed the truck cruising slowly down the road, trailed by concerned motorists. Despite several attempts to stop the vehicle—using horns, stones, and signals—the driver remained unresponsive until a motorcycle rider banged on the window to wake him up.

The moving vehicle eventually hit a motorcycle, causing property damage.

LTO Assistant Secretary Vigor Mendoza said they need to determine what really happened and whether the driver was medically unfit or simply fell asleep. “If it’s a medical reason, we’ll require proof because the incident was very dangerous,” Mendoza explained.

It remains unclear if the driver is the truck’s registered owner. The person listed on the vehicle registration has been ordered to appear before the LTO on April 4 and provide a written explanation.

Failure to comply will be considered a waiver of their right to respond, and the case will proceed based on current evidence. In the meantime, the vehicle’s license plate has been placed on alert status.
