Major Mass Transport Projects Face Delays Due to Budget Cuts, Right-of-Way Issues – DOTr

Several government mass transport projects may face significant delays due to budget cuts and right-of-way challenges, according to newly appointed Department of Transportation (DOTr) Secretary Vivencio “Vince” Dizon.

Key Projects Affected:

  • North-South Commuter Railway (NSCR) – Connecting Laguna to Pampanga (Currently 27.29% complete)
  • Metro Manila Subway Project (MMSP) – Running from Valenzuela to Bicutan (Currently 18.89% complete)

Both projects were initially set for partial operability by 2028, but a massive 80% budget cut in foreign-assisted projects has put their timelines in jeopardy.

“Losing 80% of the budget is a major setback. We need to work with the Department of Finance and the Department of Budget to secure funding for 2025,” Dizon stated.

Legal and Right-of-Way Challenges

A major hurdle involves compensation for informal settlers affected by railway projects. RA 10725 prohibits direct financial aid for demolished homes, but foreign loan agreements require payments to all affected residents, regardless of legal status. Discussions with the Department of Justice (DOJ) may lead to exemptions to resolve this issue.

Other DOTr Plans and Policies:

  • MRT-3 and EDSA Busway privatization targeted for 2025.
  • Addressing PUV Modernization concerns, as 20% of traditional jeepney drivers remain unregistered.
  • Reviewing the mandatory cashless toll system to ensure efficiency and accessibility.

Dizon assured the public that the DOTr is doing everything possible to fast-track these projects, as per President Marcos’ directive.
