MANILA, Philippines — Moving a high-profile case into the legal arena after months of tracking, the state’s top investigative bureau has initiated heavy criminal proceedings against a former lawmaker and his family. The National Bureau of Investigation (NBI) has officially filed qualified human trafficking charges against former Anakalusugan Party-list Rep. Mike Defensor, his wife Julie Rose Defensor, and several corporate associates before the Pasig City Prosecutor’s Office.
The non-bailable case stems from their alleged connection to a raided entertainment and hospitality complex in Pasig City where localized sexual exploitation supposedly occurred.
The formal complaint was personally delivered by NBI operatives to the Pasig prosecution office late Friday afternoon, June 26. According to NBI Director Melvin Matibag, the criminal case is anchored on a previous tactical raid executed by state agents last April, which led to the rescue of over 50 women—many of whom are vulnerable single mothers.
Investigators allege that the businesses involved did not operate independently but were structurally linked:

The NBI’s legal offensive targets the executive board of the land development and hospitality entities involved, emphasizing that the owners were not ordinary lessors but conscious planners of the operational layout. The primary corporate respondents named in the complaint include:

Director Matibag reiterated that the NBI delayed the formal filing for over two months to perform a thorough case build-up, ensuring the evidence meets Department of Justice (DOJ) standards requiring a “reasonable certainty of conviction.” He strongly dismissed claims from the Defensor camp that the investigation is a politically motivated smear campaign, pointing directly to the verified corporate records, land registry sheets, and modified building blueprints as objective evidence of willful involvement.
For his part, Mike Defensor has vehemently denied the human trafficking allegations, publishing a personal video showing the exterior of the Cliffpoint building to declare his family’s absolute innocence. While emphasizing that he is fully prepared to face the legal battle in court to clear his name, the former congressman argued that state agencies should redirect their focus away from selective targeting and look deeper into systemic public corruption instead.
