DAVAO CITY, Philippines — A sudden, multi-hour torrential downpour has left a trail of destruction and displacement across Southern Mindanao. Severe localized flooding triggered by the easterlies and the Intertropical Convergence Zone (ITCZ) has claimed at least one life and forced more than a thousand residents to flee their submerged homes.
The severe flooding caught many low-lying communities completely off guard as rivers and creeks breached critical thresholds in the middle of the night.
According to data consolidated by the Office of Civil Defense (OCD) in the Davao Region, the disaster has dealt a heavy blow to the city’s residential centers:
- The Fatality: A 21-year-old pump attendant originally from Manay, Davao Oriental, died after being swept away by floodwaters in Barangay Buhangin. Emergency responders retrieved his body on Tuesday; initial medical findings from the Southern Philippines Medical Center indicate the victim was tragically electrocuted before drowning.
- Mass Evacuations: The flooding impacted 1,437 individuals (347 families) spread across 11 distinct villages. In Barangay Matina Pangi alone, at least 200 families had to be abruptly rescued in waist-deep waters.
- Emergency Shelters: While some families returned to clean up their mud-slicked properties as waters receded, hundreds remain housed inside village halls and local safe zones, with a major parish church in Bangkal serving as a primary makeshift evacuation center.

Dean Ortiz, spokesperson for the Department of Public Works and Highways (DPWH) Davao Region, explained that severe bank erosion had already significantly widened the underlying creek since the bridge was built in 2017 for ₱184.5 million. The intense pressure of Monday night’s current proved to be the final breaking point. The DPWH is currently mobilizing crews to install a temporary Bailey panel bridge to restore light vehicle access while long-term reconstruction funds are requested.
The local government aggressively stepped in on Tuesday, calling a mandatory halt to face-to-face classes across all academic levels and suspending non-essential public sector work to give way to large-scale municipal clearing and debris retrieval operations.
