
MANILA, Philippines — Correcting errors in birth, marriage, and death certificates has become significantly faster and easier. The Philippine Statistics Authority (PSA) officially launched a new digital platform on Tuesday, May 12, 2026, designed to automate administrative petitions for civil registry corrections.
The system, known as the Administrative Petition for Correction Automated System (APCAS), aims to reduce the typical processing time by at least 80 percent, benefiting up to 180,000 applicants annually.
Under the old manual system, correcting a misspelled name or an incorrect birth date could take an average of six months due to the physical exchange of documents between local and central offices.

- Timeframe: PSA officials noted that many petitions can now be completed in about one month.
- Digital Integration: The system replaces physical mail with a secure digital workflow connecting Local Civil Registry Offices (LCROs) directly to the PSA’s provincial and central reviewers.
The digital system covers petitions filed under Republic Act No. 9048 and RA 10172, which allow for administrative (non-judicial) corrections:
- Clerical or Typographical Errors: Misspelled first names, nicknames, or places of birth.
- Change of First Name: Changing a name that is ridiculous, dishonorable, or causes confusion.
- Date of Birth: Corrections to the day and month (the year still requires a court order).
- Sex/Gender: Corrections of gender entries, provided it is a clerical error and not a result of sex reassignment surgery.
- Gender-Inclusive Support: A specific feature allows users to attach mandatory medical certifications for gender corrections electronically.
- Real-Time Tracking: An audit log and updated search functions allow both the PSA and the applicant to monitor the status of a petition more accurately.
- Enhanced Security: To protect sensitive personal data, APCAS utilizes a secure virtual private network (VPN) and multi-factor authentication for all authorized users.
Despite the digital backend, the filing process remains rooted in local offices to ensure authenticity:
- Where to File: You must still file your petition in person at the Local Civil Registry Office (LCRO) where the document was originally registered.
- Migrant Petitioners: Those living far from their place of birth can file a “migrant petition” at the nearest LCRO.
- Fees: Standard administrative fees generally range from ₱1,000 for simple typos to ₱3,000 for a change of first name.
