Loren Legarda Returns as Senate President Pro Tempore

MANILA, Philippines — Following a high-stakes leadership shakeup in the upper chamber, Senator Loren Legarda has been reinstalled as the Senate President Pro Tempore on Monday, May 11, 2026. Legarda, who previously held the position during the 19th Congress, was elected immediately after Alan Peter Cayetano assumed the Senate Presidency.

Legarda succeeds Panfilo “Ping” Lacson, who held the post since September 2025. Her election was a key component of the new “Duterte-aligned” majority’s consolidation of power.

In her acceptance speech, Legarda vowed to provide “decisive and collaborative” leadership, emphasizing the need for the Senate to remain a sanctuary for the rule of law during turbulent political times.

  • Second in Command: As President Pro Tempore, Legarda will serve as the second-highest official in the Senate, presiding over sessions in the absence of the Senate President and acting as an ex officio member of all permanent committees.
  • The “First Woman” Prospect: While taking on the Pro Tempore role, Legarda remains the primary contender to eventually become the first female Senate President in Philippine history. Informal agreements among the majority bloc suggest she may transition to the top spot before the 20th Congress ends in 2028.
  • Balancing the Bench: Legarda noted that her priority is to maintain the “administrative and legislative continuity” of the chamber, especially with the impending transfer to the New Senate Building in Fort Bonifacio later this year.

Legarda highlighted several key measures she intends to fast-track during her new tenure:

  1. Children’s Safety in Social Media Act: Legarda has been a vocal proponent of Senate Bill No. 1955, which seeks to set a minimum age of 16 for social media account ownership to protect minors from cyberbullying and harmful content.
  2. PhilHealth Oversight: She recently called for the full release of the remaining ₱220.39 billion in health funds, arguing that the recent return of ₱60 billion to the agency was only a first step in addressing the country’s healthcare gaps.
  3. Climate and Agriculture: As a long-time environmental advocate, she continues to push for the Sagip Saka initiatives and the accelerated transition to electric vehicles (EVs) to mitigate the impact of volatile fuel prices.

As the second-highest officer, Legarda will play a critical role in the upcoming Impeachment Trial of Vice President Sara Duterte.

  • Rules and Procedures: Legarda will be instrumental in drafting and implementing the rules of the Impeachment Court.
  • Majority Alignment: Although she is part of the majority that installed Cayetano, Legarda has maintained that her vote in the impeachment trial will be “guided by the constitution and the evidence presented,” rather than purely partisan interests.
