
LUCENA CITY, Quezon — In an effort to modernize social welfare and accelerate the distribution of government assistance, beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) in Quezon province are now being integrated into the Philippine Identification System (PhilSys) and the Community-Based Monitoring System (CBMS).
The initiative, finalized during a meeting between the Department of Social Welfare and Development (DSWD) Region IV-A and the Philippine Statistics Authority (PSA) on April 22, 2026, aims to streamline the validation process for approximately 65,000 households currently enrolled in the program within the province.
The primary objective of this integration is to ensure that aid reaches the correct recipients more efficiently.
- Unified Database: Social workers are now utilizing CBMS data—which replaced the previous “Listahanan” database in 2024—as the official basis for identifying and enrolling eligible families.
- National ID Requirement: PhilSys registration is now a prerequisite for inclusion in the 4Ps program. This ensures that every beneficiary has a verified, unique identity, reducing the risk of duplication or ghost recipients.
- Streamlined Access: According to Geraldine Permejo, the 4Ps provincial link for DSWD, the integration allows beneficiaries to access other government services more easily, specifically those targeting health, education, and livelihood.
The 4Ps remains the government’s flagship anti-poverty initiative, providing conditional cash transfers to low-income families.
- Institutionalization: While the program began under previous administrations, it was institutionalized in 2019 through Republic Act No. 11310, making it a permanent poverty reduction strategy.
- April Validation: Throughout April 2026, DSWD social workers have been conducting province-wide registration and validation of new potential beneficiaries, simultaneously facilitating their enrollment in PhilSys and CBMS.
The Community-Based Monitoring System (CBMS) is a localized system of data collection that provides a more granular analysis of poverty at the community level. By using CBMS as the foundation for 4Ps, the government can better tailor its interventions to the specific needs of households in Quezon’s diverse municipalities.
The DSWD and PSA intend to continue these joint registration activities in the coming months, ensuring that the province’s most vulnerable populations are not only supported financially but also formally recognized within the national digital identity framework.
