
MANILA, Philippines — The Department of Transportation (DOTr) has successfully disbursed ₱1.5 billion in relief assistance to the transport sector as of April 18, 2026. This funding is part of a larger ₱2.5 billion budget aimed at mitigating the impact of soaring fuel costs on public utility vehicle (PUV) drivers and operators.
DOTr Acting Secretary Giovanni Lopez announced the milestone during the Saturday News Forum in Quezon City, encouraging more transport workers to take advantage of government support programs.
The centerpiece of the DOTr’s relief effort is the Service Contracting Program, which is scaling up rapidly to ensure stable public transport:
- Registration Surge: The department expects over 19,000 PUVs to be qualified and operational under the SCP starting Monday, April 20.
- Streamlined Onboarding: Lopez has instructed the Land Transportation Franchising and Regulatory Board (LTFRB) to process applications within 24 hours. To speed up the process, the DOTr has replaced the GPS requirement with a simpler QR code system integrated into the permit to operate.
- Payout Rates: Under the program, the government pays operators based on distance traveled:
- Traditional Jeepneys: ₱30 per kilometer.
- Modern Jeepneys: ₱40 per kilometer.
- Buses: ₱100 per kilometer.
The program isn’t just for drivers; it also offers direct savings to the riding public:
- 20% Fare Discount: Passengers riding SCP-enrolled vehicles are entitled to a 20% discount on their fare.
- Stackable Discounts: This new discount is on top of existing 20% discounts for senior citizens, students, and persons with disabilities (PWDs).
The government is looking to extend and expand these relief measures:
- Seeking Additional ₱5 Billion: The DOTr is coordinating with the Department of Budget and Management (DBM) to secure an additional ₱5 billion to sustain the SCP until July 2026.
- Maritime Inclusion: Out of the current ₱1 billion allotted for immediate SCP operations, ₱800 million is for land-based transport, while ₱200 million is dedicated to maritime transportation services.
- DSWD Cash Aid: Lopez clarified that the separate ₱5,000 cash relief for drivers is being handled by the Department of Social Welfare and Development (DSWD) under the Assistance to Individuals in Crisis Situations (AICS) program.
With improved information campaigns and faster registration, the DOTr aims to maximize the reach of these funds to stabilize fare prices and support the livelihood of thousands of transport workers nationwide.
