
MANILA, Philippines — Authorities dealt a massive blow to the illicit tobacco trade after arresting 19 individuals and seizing an estimated ₱150 million worth of illegal cigarettes in Baliwag City, Bulacan, early Tuesday morning, April 14, 2026.
Operatives from the Police Regional Office Central Luzon (PRO 3) conducted the sting along the Doña Remedios Trinidad Highway after receiving a tip from a confidential informant.
The suspects were caught red-handed transferring boxes of contraband from large container vans to smaller delivery trucks. Upon inspection, the cigarettes—under the brand names “Modern” and “RGD”—were found to be missing the mandatory Bureau of Internal Revenue (BIR) tax stamps, indicating non-payment of excise taxes.
Seized Evidence:
- Contraband: 2,000 master cases of illicit cigarettes.
- Vehicles: Two container vans, two wing vans, and two closed vans.
- Estimated Value: Initially reported at ₱100 million, later updated to ₱150 million by regional police.
Philippine National Police (PNP) Chief Gen. Jose Melencio Nartatez Jr. characterized the operation as “organized crime at a high level.” He noted that the seizure comes just one day after a separate ₱25-million bust in Negros Occidental, suggesting that syndicates are actively testing the country’s border and regional enforcement capabilities.
“Our intelligence is keeping pace, and we are now mapping the links between these regional distributors,” Gen. Nartatez said in a statement.
The 19 suspects, all males ranging from 21 to 63 years old, are currently in the custody of the PRO 3 Special Operations Group. They face charges for violating:
- Republic Act No. 8424 (Tax Reform Act of 1997) for tax evasion.
- Republic Act No. 10643 (Graphic Health Warning Law).
While the delivery crew was apprehended, the police report noted that the actual owner of the contraband has yet to be identified. Investigations are ongoing to determine the source of the smuggled goods and the broader network behind the distribution.
