Stakeholders Call for Broader Consultations on Internet Data Rollover Bill

MANILA, Philippines — Consumer advocacy groups and industry stakeholders are calling for more extensive public consultations regarding the proposed Internet Data Rollover Bill, which aims to mandate telecommunications companies to carry over unused data to the next billing cycle. While the measure is being hailed as a win for Filipino consumers, critics argue that a “one-size-fits-all” approach may have unintended consequences on service pricing and network investments.

The bill, currently under deliberation in the Senate, seeks to address long-standing complaints from subscribers who lose their paid data allocations at the end of each month. Proponents argue that since data is a paid commodity, consumers should have the right to utilize it fully without the pressure of an expiration date.

However, several advocacy groups have raised concerns that without a thorough impact assessment, the mandate could lead to a restructuring of data plans that might disadvantage low-income users. “We support the spirit of the bill, but we must ensure that the implementation does not lead to higher base prices for internet packages,” a representative from a digital rights organization stated. “A comprehensive consultation with both consumers and technical experts is necessary to find a middle ground.”

Telecommunications providers have also expressed reservations, citing the need to manage network capacity and the technical complexities of tracking non-expiring data across millions of accounts. They warned that a rigid rollover requirement might limit their ability to offer competitive, short-term promotional loads that are popular among prepaid users.

The Senate Committee on Science and Technology has acknowledged these concerns and signaled its openness to conducting further hearings. Legislators are looking into similar models in other countries to determine if a “cap” on rolled-over data or a specific validity extension period would be more sustainable than a permanent rollover.

As the Philippines continues to push for digital transformation, the outcome of this bill is expected to significantly shape the country’s telecommunications landscape and the affordability of digital services for years to come.
