Probe Bodies: ‘Ex-Marines’ Raps Must Be More Accurate

MANILA, Philippines — The Office of the Ombudsman and the National Bureau of Investigation (NBI) have ordered 18 men, introduced as former Marines, to submit individualized affidavits to bolster the credibility of their high-profile corruption allegations.

The group, represented by lawyer Levito Baligod, claims to have delivered suitcases containing up to ₱805 billion in kickbacks to President Ferdinand Marcos Jr. and over 30 other current and former officials. The funds were allegedly derived from anomalous flood control projects associated with fugitive former Rep. Elizaldy Co.

Key Developments from the Probe:

  • Individualized Testimony Required: Assistant Ombudsman Mico Clavano stated that a joint narration of facts—which the group previously submitted—lacks credibility. Each individual must now provide a personal account of events by March 17 to ensure a “more accurate and credible narration of facts.”
  • Conflicting Backgrounds: The NBI is verifying the identities of the 18 men. While Baligod introduced them as “ex-Marines,” the Philippine Navy clarified that four never served in the Marines, and many of the others were dishonorably discharged. Six of the men are also reportedly facing separate murder charges.
  • Allegations Dismissed as “Smear Campaign”: The Malacañang Palace has dismissed the claims as a “lousy script” intended to smear the President. Several tagged officials, including former Senator Leila de Lima and former Senator Antonio Trillanes IV, have denied the allegations and filed cyberlibel and perjury complaints against the group.
  • Recruitment Links: NBI Director Melvin Matibag revealed that a retired general allegedly recruited a total of 103 men, including this group, to serve as security detail for Elizaldy Co, who is currently in Portugal.

The NBI has also subpoenaed lawyer Levito Baligod himself, noting that he is a subject of the inquiry. Baligod admitted to an “oversight” regarding the specific details of De Lima’s alleged involvement but maintained that the group will return next week with “other evidence.”
