
PASIG CITY, Philippines — President Ferdinand Marcos Jr. announced on Saturday, February 14, 2026, the start of the automatic registration for all qualified Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries into the Lifeline Rate Subsidy Program (LRSP).
The move aims to drastically increase participation in the power subsidy program, which currently includes only 11% (334,000) of the three million 4Ps beneficiaries nationwide.
New Subsidy Guidelines Under the streamlined program, 4Ps beneficiaries no longer need to apply manually to receive electricity discounts:
- 100% Discount: Guaranteed for 4Ps beneficiaries who consume less than 50 kilowatt-hours (kWh) per month.
- General Eligibility: The LRSP is available to households consuming less than 100 kWh monthly.
- Non-4Ps Beneficiaries: Low-income households (at least five members with a combined income of P12,030 or less) who consume under 100 kWh monthly can still apply for the subsidy.
Streamlining Energy Programs Speaking at the “Collective Response to Presidential Commitments In the Energy Sector” at the Meralco Theater, the President emphasized the government’s goal of providing reliable and affordable energy.
- Net Metering: The President also addressed frustrations regarding the Net Metering program. To speed up applications for solar-powered homes and businesses, the DOE, DILG, and DPWH signed a joint memorandum circular to standardize application forms and set strict turnaround times for local government units.
- Support for Distribution Utilities: The automatic registration will also cover distribution utilities to ensure the seamless application of discounts to monthly billings starting this month.
“We made the guidelines simpler. 4Ps beneficiaries do not need to apply for this—as long as they are on the list and qualify for the consumption limit, they will have a discount,” Marcos said in Filipino.
The initiative is part of a broader push to protect vulnerable sectors from fluctuating energy costs and to incentivize renewable energy adoption at the household level.
