Senate Inquiry Proposed to Probe Jeffrey Epstein’s “Footprint” in the Philippines; Sen. Legarda Eyes Syndicates and PR Firms Allegedly Linked to Convicted Sex Offender

MANILA, Philippines — A formal Senate investigation is set to be launched to examine the potential network and activities of deceased convicted sex offender Jeffrey Epstein within the Philippines.

During a Senate session on Tuesday, February 10, 2026, Sen. Loren Legarda announced her intent to file a resolution directed at identifying the organizations, syndicates, and public relations firms that may have facilitated Epstein’s presence or helped “cleanse” his image in the country.

Key Objectives of the Resolution

  • Network Identification: The probe aims to determine if Epstein or his associates established a physical or digital network in the Philippines.
  • Image Laundering: Legarda highlighted reports suggesting that local PR companies may have been employed to manage or scrub Epstein’s reputation both physically and online.
  • Agency Involvement: The resolution will call upon the Department of Justice (DOJ), the National Bureau of Investigation (NBI), and the Senate Committee on Women, Children, Family Relations and Gender Equality to lead the inquiry.

Context: Protecting Children from Exploitation Legarda made the announcement while manifesting support for Senate Bill No. 1819, sponsored by Sen. Risa Hontiveros. The bill, titled the Act Strengthening the Policies on Online Sexual Abuse or Exploitation of Children (OSAEC), seeks to modernize the country’s laws against child exploitation.

  • Digital Exploitation: Hontiveros emphasized that children are increasingly being treated as “commodities” on global online platforms.
  • Expanded Definitions: The bill proposes criminalizing sexual extortion and expanding the definition of abuse materials to include computer-generated, digitally altered, or synthesized content.
  • Registry Reform: It also seeks to transform the existing offenders registry into a more robust Philippine Child Sex Offenders Registry.

The Global Connection The push for a local investigation follows the recent release of unredacted files related to Epstein by the U.S. Department of Justice, which have reignited international scrutiny into his global connections. Legarda noted that the issue is “right at our doorstep,” emphasizing the urgency of ensuring that no remnants of such a predatory network continue to operate or exert influence within Philippine borders.

By linking the Epstein probe to the broader legislative push against OSAEC, the Senate aims to strengthen the country’s defenses against both high-profile international predators and the digital ecosystems that enable child exploitation.
