PAGASA Warns of Heavy Rains, Flooding as Shear Line and Amihan Collide

MANILA, Philippines — State weather bureau PAGASA warned on Tuesday, February 10, 2026, of moderate to heavy rains across parts of Southern Luzon and the Visayas as a shear line continues to affect the region. Simultaneously, the Northeast Monsoon (Amihan) is expected to bring colder temperatures and light rains to the rest of Luzon.

The weather bureau has issued a heavy rainfall outlook, cautioning residents about potential flooding and landslides in vulnerable areas over the next 24 hours.

High-Risk Areas PAGASA identified several provinces likely to experience rainfall between 50 to 100 millimeters:

  • Visayas: Negros Occidental, Eastern Samar, Northern Samar, Samar, Leyte, Biliran, and Cebu.
  • Southern Luzon: Sorsogon.

Impact and Safety Measures Local authorities have proactively suspended classes on Tuesday in anticipation of the inclement weather:

  • Luzon: Naujan (Oriental Mindoro) and Sorsogon City.
  • Visayas: Northern Samar.
  • Mindanao: Iligan City.

Weather Systems Explained According to PAGASA weather specialist Veronica Torres, the current conditions are driven by two main systems:

  • The Shear Line: This occurs where the cold air from the Northeast Monsoon (amihan) meets the warm air from the Easterlies. This interaction triggers thick clouds and significant rainfall.
  • The Amihan: This system continues to dominate Luzon, bringing cloudy skies with light rains to the Cagayan Valley, Cordillera Administrative Region, Central Luzon, Quezon, and the rest of the Bicol Region.

Outlook for Metro Manila Metro Manila and the remainder of Luzon will experience partly cloudy to cloudy skies with isolated light rains due to the monsoon.

Residents in the identified high-risk zones, particularly those near mountain slopes or low-lying areas, are advised to monitor local disaster risk reduction updates and prepare for possible evacuations should rainfall persist.
