
MANILA, Philippines — The state weather bureau PAGASA reported on Saturday morning, January 31, 2026, that a shear line—the convergence of cold air from the northern hemisphere and warm air from the southern hemisphere—will continue to bring rains over significant portions of the country.
According to the 5:00 a.m. forecast, residents in Bicol Region, Mimaropa, Visayas, and Mindanao should prepare for cloudy skies with scattered rainshowers and thunderstorms.
Regional Weather Breakdown
- Southern Luzon: Overcast skies with rains are expected in Camarines Sur, Catanduanes, Albay, Sorsogon, Masbate, and Romblon.
- Visayas: The entire region faces a high probability of cloudy skies and scattered rainshowers throughout the day.
- Mindanao: Heavy rain is forecast for parts of Caraga and Northern Mindanao, specifically in the Dinagat Islands, Surigao del Norte, Surigao del Sur, Agusan del Norte, Camiguin, and Misamis Oriental.
- Metro Manila & Northern Luzon: These areas will experience generally fair weather with chances of isolated light rains due to the Northeast Monsoon (amihan).
Safety Warnings PAGASA weather specialist Daniel Villamil warned that prolonged rainfall from the shear line could trigger flooding and landslides in low-lying or mountainous areas of Southern Luzon, Visayas, and Mindanao. Despite the rains, no gale warning has been raised, and sea conditions are currently safe for small seacraft.
