MANILA – The Manila city government has justified the increase in monthly garbage collection fees—the first since 2013—as necessary to cover rising operational costs and improve solid waste management services. The adjustment, implemented via City Ordinance No. 9002 signed by Mayor Francisco “Isko” Moreno Domagoso in late 2025 and effective January 2026, raises fees across residential, commercial, and institutional categories.
City Administrator Engr. Jesus “Jay” Mariano explained: “Costs for fuel, labor, equipment maintenance, and landfill tipping have ballooned over 13 years. This modest hike ensures sustainable, efficient garbage collection without burdening residents excessively.”
New vs. Old Monthly Fees (Selected Categories)
| Category/Type | Old Fee (Since 2013) | New Fee (2026) | Increase |
|---|---|---|---|
| Residential (Single Household) | P50 | P100 | +100% |
| Residential (Apartment/Condo Unit) | P100 | P150 | +50% |
| Commercial (Small Store) | P200 | P300 | +50% |
| Commercial (Restaurant/Hotel) | P500+ | P800+ | Varies |
| Institutional (Schools/Hospitals) | Varies | +30-50% | Scaled |
Exemptions remain for senior citizens, PWDs, and indigent households upon application. The city assures no service interruptions and pledges better collection frequency, recycling programs, and anti-littering enforcement with the additional revenue.
Critics argue the hike adds pressure amid economic recovery, but officials counter that fees were “long overdue” and still among the lowest in Metro Manila.
