Small Majority of Filipinos Backs Law vs Political Dynasties: SWS Survey

MANILA – A small majority of Filipinos support the passage of an anti-political dynasty law, according to the latest Social Weather Stations (SWS) survey conducted December 12-18, 2025. The poll found 54% of adult respondents agreeing that Congress should enact legislation prohibiting political dynasties—as mandated by the 1987 Constitution—while 23% disagreed and 23% were undecided.

Net support stands at +31 (“moderately strong” per SWS classification), consistent with historical trends but showing slight fluctuations. The survey of 1,200 adults has a ±2.8% margin of error.

Key Findings by Demographics

  • Highest Support: Balance Luzon (58%), Class ABC (60%).
  • Lowest Support: Mindanao (48%), Class E (50%).
  • Gender/Urban-Rural: Similar across groups, with urban areas slightly higher.

The results come amid renewed debates on dynasty bills in Congress—over 30 filed since 1987, all stalled—and recent controversies highlighting family dominance in politics (e.g., budget insertions, local power consolidation).

SWS President Mahar Mangahas noted the steady majority backing reflects long-standing public desire for broader representation, despite entrenched dynasties controlling ~70-80% of elective posts per studies.

Proponents like Akbayan and reform advocates see the data as momentum for enabling laws defining dynasties (e.g., relatives up to second degree barred from simultaneous or successive runs). Critics argue enforcement challenges and free choice issues.

As the 20th Congress winds down, the survey underscores a persistent call: Filipinos want action on the Constitution’s unfulfilled anti-dynasty provision.
