
MANILA – The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) is forecasting a wet Tuesday, December 16, 2025, as three weather systems converge to drench much of the country with scattered to widespread rain showers and thunderstorms. The systems include a low-pressure area (LPA), the shear line, and the northeast monsoon (amihan), raising the risk of flash floods and landslides in vulnerable areas.
Current Weather Systems
- Low-Pressure Area (LPA): Located 1,050 km east-southeast of Mindanao, the LPA has a medium chance of developing into a tropical depression within 24 hours. It is expected to bring scattered to widespread rains over Eastern Visayas, Caraga, and parts of Mindanao.
- Shear Line: Will continue to affect eastern sections of the country, particularly Bicol, Eastern Visayas, and Caraga, with moderate to heavy rainfall possible.
- Northeast Monsoon (Amihan): Will enhance cloudy skies with light to moderate rains over northern and eastern Luzon, including Cagayan Valley, Cordillera, and the Ilocos Region.
Areas Expected to Experience Heavy Rains
- Eastern Visayas (Samar, Leyte, Southern Leyte, Biliran, Eastern Samar, Northern Samar)
- Caraga (Surigao del Norte, Surigao del Sur, Agusan del Norte, Agusan del Sur, Dinagat Islands)
- Bicol Region (Camarines Norte, Camarines Sur, Albay, Sorsogon, Catanduanes, Masbate)
- Northern Mindanao (parts of Misamis Oriental, Bukidnon, and Lanao del Norte)
- Eastern Mindanao (Davao Oriental, Davao de Oro)
Moderate to heavy rains are also possible in Aurora, Quezon, and parts of Central Luzon, while Metro Manila and the rest of Luzon may see isolated light to moderate showers with thunderstorms.
Safety Advisories
- Residents in low-lying and mountainous areas should monitor for flash floods and landslides during heavy downpours.
- Small vessels in eastern and northern seaboards are advised to stay docked due to moderate to rough seas.
- PAGASA is closely monitoring the LPA for possible intensification.
