Manila City Bans Balaclavas and Other Face-Covering Headgear in Public Areas

The Manila City government has implemented a new ordinance banning face-covering headgear—such as balaclavas, helmets, hoodies, caps, face masks, and tinted visors—in government offices, commercial establishments, and public areas.

Key points of the ordinance include:

  • Motorcycle riders and passengers are prohibited from wearing these coverings when off their motorcycles or standing within three meters of them.
  • Individuals must remove concealed headgear when directed by law enforcement, barangay officials, or security personnel.
  • Exceptions are made for public health emergencies, law enforcement officers on duty, people with serious illnesses, and those wearing religious headgear such as turbans.

Penalties:

  • First offense: ₱1,000 fine
  • Second offense: ₱3,000 fine
  • Third and subsequent offenses: ₱5,000 fine, possible 15-day jail term, and potential revocation of driver’s license

The ordinance aims to enhance public safety by ensuring that people’s faces are visible, particularly in government and public spaces.
