BIR Files ₱1.6 B Tax-Evasion Case Against “BGC Boys” Ex-DPWH Officials

The Bureau of Internal Revenue (BIR) has filed criminal complaints against three former officials of the Department of Public Works and Highways-Bulacan office for alleged tax evasion amounting to ₱1.6 billion.

The officials implicated are:

  • Henry Alcantara, former Bulacan District Engineer
  • Brice Ericson Hernandez, former Assistant District Engineer
  • Jaypee Mendoza, former Construction Section Chief

According to BIR Commissioner Romeo Lumagui Jr., the investigation uncovered that from 2020 to 2024 the three did not declare income and assets consistent with their lifestyles, showing luxury properties and high‐stakes casino transactions far above what their official earnings would suggest.

The group is widely known in public discourse as the so-called “Bulacan Group of Contractors” (BGC Boys), linked to anomalous infrastructure projects in flood-control efforts in Bulacan.

The case highlights the BIR’s push to clamp down on tax evasion schemes tied to government contracts and alleged misuse of public funds.
