The House of Representatives has quietly added an extra ₱10 billion to its own institutional budget in its version of the 2026 national spending plan.
The increase was tucked into its draft of the General Appropriations Act of 2026, catching many by surprise as it came without much fanfare.
While the House argues the extra funds are needed to support its operations and legislative workload, critics say the move raises questions about transparency and accountability in how public funds are allocated.
