Flood‑control scandal derails Philippines’ quest for coveted ‘A’ credit rating

Finance Secretary Ralph Recto revealed that the corruption scandal surrounding state‑funded flood‑control projects likely cost the Philippines an expected upgrade to an “A” credit rating .  He said S&P Global Ratings was ready to raise the country’s rating before governance concerns surfaced.  Recto warned that the probe could slow economic growth and public spending .
