
The Commission on Elections (Comelec) has officially affirmed the proclamation of former Marikina City Mayor Marcelino “Marcy” Teodoro as the elected representative of the city’s 1st District.
Comelec issued a certificate of finality and entry of judgment following the Supreme Court’s decision not to block the proclamation within the prescribed five-day period after its June 25 ruling. This makes the en banc resolution lifting the suspension on Teodoro’s proclamation “immediately executory.”
In a 38-page decision, the Comelec en banc granted motions for reconsideration from Teodoro, effectively reversing the earlier decision by its First Division that had disqualified him over residency issues.
The petitioners—among them former Senator Koko Pimentel—argued that Teodoro was not a valid resident of the 1st District, citing his transfer back from Barangay Tumana (2nd District) to Barangay San Roque (1st District) shortly before filing his candidacy. However, the en banc ruled that Teodoro’s original domicile was in the 1st District and that his brief move did not constitute a permanent change.
With this ruling, Teodoro is officially recognized as the winning congressional candidate for Marikina City’s 1st District in the 2025 elections.
