
President Ferdinand Marcos Jr. has authorized the release of a one-time ₱20,000 Service Recognition Incentive (SRI) for qualified government employees under Administrative Order No. 27. The order, signed by Executive Secretary Lucas Bersamin on December 12, 2024, acknowledges the contributions of government workers in achieving the goals of the Philippine Development Plan 2023-2028 and the President’s 8-Point Socioeconomic Agenda.
Eligibility Criteria
To qualify for the full ₱20,000 SRI, government employees must meet the following conditions:
- Occupy regular, contractual, or casual positions.
- Be in government service as of November 30, 2024.
- Render at least four months of satisfactory service as of November 30, 2024, including work done under alternative work arrangements.
- Have not received additional year-end benefits exceeding those authorized under Republic Act (RA) No. 6686, as amended by RA No. 8441.
Pro-rated Incentives
Employees with less than four months of satisfactory service will receive a pro-rated incentive based on the following schedule:
- Three to less than four months: 40% of ₱20,000
- Two to less than three months: 30% of ₱20,000
- One to less than two months: 20% of ₱20,000
- Less than one month: 10% of ₱20,000
Exclusions
The following workers are not eligible for the SRI:
- Consultants and experts hired for a limited period.
- Laborers under job contracts.
- Student workers and apprentices.
- Individuals hired through job orders or contracts of service.
Implementation
The incentive payments will begin no earlier than December 15, 2024. The Department of Budget and Management (DBM) has been tasked with issuing supplemental guidelines to facilitate the order’s implementation.
