Marcos Reaffirms Commitment to Complete Bangsamoro Peace Process

President Ferdinand “Bongbong” Marcos Jr. has issued directives to fully support the completion of the Bangsamoro peace process, as confirmed by Presidential Adviser on Peace Reconciliation and Unity (OPAPRU) Secretary Carlito Galvez Jr.

Key Points of the Announcement

Galvez, speaking at a news forum, stated, “First of all, his [Marcos] guidance is full commitment to the completion of the peace process.” He emphasized that Marcos instructed to focus support on the Bangsamoro, leading to local government units allocating resources specifically for the region.

Progress in Peace Processes

Galvez presented updates on the peace process and accomplishments under the Marcos administration’s peace agenda:

  • MILF Peace Process: 26,145 combatants and 4,625 weapons have been decommissioned. P3.5 billion worth of transitional cash assistance and socio-economic packages were provided to the decommissioned combatants. Additionally, P602 million worth of projects were completed in 33 core barangays in six MILF camps.
  • MNLF Peace Process: 1,802 combatants completed verification and socioeconomic profiling, receiving P90 million worth of transitional cash assistance. The government also identified 79 projects worth P125 million in 25 priority MNLF communities.

Focus on Uplifting Livelihoods

Marcos’ guidance includes creating more jobs, improving irrigation, and enhancing the dignity of affected communities. The OPAPRU is working to ensure that the benefits of the peace process lead to substantial livelihood improvements.

Amnesty Initiatives

The National Amnesty Commission (NAC) has received 578 amnesty applications as of July 12, 2024, including:

  • 497 from former CPP-NPA-NDF members
  • 33 from former MILF members
  • 46 from ex-MNLF members
  • 2 from former RPMP-RPA-ABB members

Marcos issued Proclamation Numbers 403, 404, 405, and 406 in November last year, granting amnesty to members of these groups. The implementing rules and regulations were issued in May this year, and members have two years to apply for amnesty.

Expected Applications

Galvez anticipates the majority of amnesty applications will come from CPP-NPA members, estimating around 10,000 to 15,000 applicants, and approximately 1,500 from MNLF members, totaling 15,000 to 20,000 applicants by the end of 2024.
